Only 17 were Moroccans and 13 Algerians.[/i]" I see what you are trying to do. Only 46 were Germans, all other were non Germans and so far exclusively from the middle east and north africa. No chinese in there I see. This is not proof that it didn't work at all. If they come from countries from which people could be mistaken to belong to the group of the so called "Nafris" then that does not show that this operation didn't work. Your point of view is biased in this question because you did not bring this very important information up.
