Speaking of knowing nothing about this, that's not the bystander effect. The bystander effect is when there's so many people that each one of them does nothing because they think the other people will do something. It's not when the people point and laugh and film the crime.

you people who do not believe in the bystander effect or believe that the only reason people do not interfere with these types of things are dumb.
I have done much research and have read many books regarding social engineering/phenomena and can tell you that there are dozens and dozens of reasons people do not interfere, all of which are thoughts (many being subliminal) flying through your head in less than a second that you are sometimes unaware of.
In Malcolm Gladwell's book [I]The Tipping Point[/I] an experiment was done similar to this situation that showed even if a person says "If I saw someone in need of help in public, I would step in," there is about a 95% chance they will not do anything when confronted with said obligation.

The majority of people in a certain location and generation being animals doesn't make it right, nor mean it couldn't be changed, nor mean people no longer have a responsibility to act in a certain semi-human fashion.
