They are following Canada's tradition of milk in bags, except with natural gas.
why don't they just guff into a bag, i'd call that some natural gas

China has had milk in bags and beer in bags for a looooong while.
This used to happen where my dad lived as a child. He lived in a poor neighborhood in the coast of the maracaibo lake, the biggest (at the time) oil production industry in Venezuela, and right accross the street, the oil company workers lived in huge mansions with green grass.
As there were no water pipes in the neighborhood, people would sneak into the main water pipeline that served the oil workers neighborhood and open holes in it to fill pots with the water and take them back home. The oil industry (which was making loadsemonei) response was to give people old and used oil pipes so they could install them from the main pipe, the problem was, these pipes were used for petrol, so the water would usually come out dirty or leave sticky oil marks on people.
Such was the life in Venezuela 30 years ago.
