If you're running a military then you might want to look underpowered so as to get a larger budget from your nation. If the people running your country think they are losing face in the world by appearing too weak to fight, they'll throw more resources your way.

I think your enemies, unless they are idiots, will always tend to OVERestimate how strong you are. In the Cold War for example, the US leadership was always selling the public on the idea that the Soviets might one day steamroll through western Europe with their legions of tanks. Come on, how did that make sense on any level? But people believed it.

their bullpup design is actually pretty shit, which is why they're always producing new iterations of it.
