when your bullet is still extremely hot from just having been exploded out of the gun? when the metal bullet is going to hit a metal container, scraping off tiny, glowing hot metal shavings? when the pressure inside the container is such that as soon as a hole is punctured, the gas within shoots out, mixes immediately with oxygen to form the ideal composition for rapid combustion around the extremely hot metal shavings?

I think they should have tested propane tanks with different pressures. Seriously, how can something like that NOT explode.

Bullshit. Chances are that they were firing a .22 rifle. Those are peashooters, unless if they were firing at the same spot 1000 times in a row, it couldn't have punctured the metal container.
Didnt Mythbusters busted the myth, if you shoot a bullet into a propane tank, it explodes. Unless you use trazer rounds, (Firebullets) Though they are illegal.
In theory this shouldn't happen, as with what MILKE and everyone else said. In regard to those "firebullets" to work you need to be a long distance away for them to ignite while travelling.
Even if people shot at the propane tank enough times with normal bullets, a lot of the high pressurized oxygen and other probable gases contained within would have already escaped to prevent an explosion of sorts. Shoot a bullet point blank, nothing will happen. Real life doesn't have movie physics people.
I would consider this case very rare though. Or there is another explanation.

As MaverickIB below posted, it's also possible that they didn't tell the full story on what happened.
They probably didn't tell the hospital or the police the whole story.
What they most likely did was have a fire going underneath the tank, and were shooting at it in an attempt to get it to blow up.
Shooting at a tank that is just sitting somewhere won't do shit, but I've seen guys blow them up pretty easily by setting them over a small campfire-ish setup and then shooting them. They explode pretty violently like that.

Propane can't burn by itself. It probably doesn't explode because there's no oxygen inside the tank, and it's not going to get in there either since the gas is under high pressure. If it does ignite, it's probably only going to shoot flames out of the holes, kind of like when you make a deodorant flamethrower.
A basic video game game education has taught me to not shoot and any type of container containing gas.

No I'm pretty sure that in theory, as well as in practice, propane is highly flammable and will combust when mixed with oxygen and heated.

You need a low gas/air ratio to make it explode by sparks, and if this tank was "empty", that may have caused it.

hypotecally speaking, if i were walking towards a punctured propane container with a lighter in my hand, i'm fairly sure the propane would ignite.
if they hit the container near the punctured hole it could have caused sparks, if there were propane/air mixture nearby it could have ignited.
if they hit a rock nearby, that could have caused sparks aswell.
just because they busted the myth doesn't mean it can't happen. under the right conditions a lot of their myths could have been confirmed instead of busted.
or, perhaps they were practicing their aim with a flamethrower

The dudes probably thought it was empty after a bbq and didn't bother letting the rest out or even checking the pressure and just shot.
