Incendiary rounds are too, legal in some states.

If it's even a third full, the fuel-air mixture becomes too rich to properly ignite.

Gases don't just magically ignite from nothing, there has to be ignition. Even if the projectile was burning hot, it's traveling at speeds exceeding [i]sound[/i]. It wouldn't have anywhere near enough time to ignite. This sounds like a case of explosive decompression.
Lead hitting steel can't spark, it's impossible for this to happen unless they were using tracers and purposely trying to make it blow up.
