People didn't like Bush for a myriad of reasons, some legit, some not. As such, they tried to point to every bad thing during his Presidency as being directly due to his actions or lack of action.

He made a mistake by not allowing FEMA to start relief efforts early enough. This was just another one of Bush's boneheaded mistakes, but people made it out to be a racist conspiracy to kill blacks.
