This would actually be a brilliant business move. A lot of people are saying that Konami is pulling out of gaming but why would they allow Kojima to develop some huge engine if they were just going to pull out of the gaming space? Surely, the time and effort that went into the Fox Engine isn't going to be justified by one or two games from an economic standpoint.

To be completely fair, Japanese developers have a much better work ethic than Bay Area devs do. Also keep in mind that the majority of the talent was still in Bellevue.

as a game MGR was fantastic, story-wise though it wasn't much especially compared to the other metal gear games

Outsourced to the shitty part of Kojipro (the lower staff) that'll likely stay at Konami and get absorbed into another studio.
If it's at any decent stage of development that is. Without Kojima's direction it'll be a mess regardless.

because valve is trying to get japanese companies on steam lately.
instead of flying each one to seattle every time you want to talk to em (Kamiya and Platinum games), you just go to valve japan and do it there.
you also get to have good japan talent that has no boundaries or budget concerns.

That's what I mean. Don't get me wrong, Metal Gear Rising was one of the absolute best hack-and-slash games I've ever played, and this is coming from a DMC fan. I'd say Bayonetta's about on par.
But as a Metal Gear game? Mediocre. It's all about the story and characters, and this was just too angsty.
Welp Konami is pretty much fucked from here on out since MGS was the only big thing keeping them afloat, all their other series are either dead or milked to hell. Really worried as to what this means for Silent Hills.

I'm not a big fan of MGS4, but it was still emotionally moving, if ridiculous, how Raiden was portrayed in that game. I'm talking about defining moments like the fight with Liquid Ocelot or the death of Big Boss. Rising, on the other hand,... I got the impression they were trying to make it dark, but it was just funny instead.
