Basically, they are a major news outlet funded by the Qatar government. They typically focus on regional news but have been known to go outside that. Many nonpartisan groups consider them to be one of the best and most influential news outlets in the world. To borrow a quick excerpt from their Wiki page:

I wouldn't say the situation is as you described it. They do have some authentic content and exclusives/major stories that are cited to by global news agencies. But they're very pro-Russian, and its ironic because they're owned by a rather neutral news agency.

Because if you look at what they've done in the past decade or so, they've tried to become a major hub in the middle east. A example of this would be influencing the arab spring, negotiations with Palestinians and they successfully became a major shipping hub. Ontop of the fact that they're a massive oil producer.
Also, Al Jazeera English isn't bias at all in my opinion. However, if you tried to find the article on Qatar royally arresting a dissident/poet on the Qatar/local/arab site you can't find it however you could find it on the Intl. site.
