dude this is a completely voluntary gun buyback. no one is going door to door taking away guns or anything. it's basically "if you got a gun that you don't want, come over here and get $100 for it and be on your merry way"

loaded ones are legal with a tax stamp (provided there isn't a specific ordnance banning the AT-4) although you couldn't ever buy one anywhere

Nobody is selling AT-4s. They're not widely available. There's no need to further regulate things that nobody can get. That would be akin to saying that AC-130Us should be highly illegal to own. They're both impossible to acquire, and if one did acquire them, making it "HIGHLY ILLEGAL" isn't going to stop them.

But if they were buying on the black market they'd reasonably have much easier access to RPGs, warheads aplenty for them and various fully automatic AK variants anyway. Luckily, most criminals do not have access to such connections and can only use normal weapons that any other citizen can buy.

dude an at-4 isn't used in crime at all. it would be hideously stupid for someone to spend all the fucking money(i'm talking 10s of thousands of dollars) to procure a working at-4 with ordinance on the black market to use to wreak havoc. it's absolutely unfeasible.
even in countries like iraq and shit where getting rocket launchers is a lot more feasible(due to getting them from unstable governments), the shit is so expensive that they are fairly rarely used because it costs a lot of money compared to just building a homemade bomb.
worrying about people having what is essentially a giant fancy looking tube is absolutely hysterical. these things are not useful for crime and only useful for people who have a fascination with collecting military shit.

Because they are outrageously expensive (if not impossible to buy) and if you want to blow something up its about 1000000000x easier and cheaper to manufacture much more deadly explosives (See: oklahoma city bombing)?
The guy with the RIDICULOUSLY hard to get class 3 licence who keeps and maintains a 76mm AT gun or a Hellcat as a hobby has gone through more than enough legal hoops to demonstrate that he isnt going to use it to commit a crime, and if you would consider that person a threat you really have basically NO idea what you're talking about.
