My fraternity got several hundred free condoms from the sexual education centre at the university I attend. I'm sure other universities have similar programs.

That's not even true at all, I had sex at 16 and I have to say that I was one of the first out of my group of friends. A lot of people have sex later, some people graduate university without ever having any.

If chavs were included the sex rate probably be up by 70%, and the birthrate (because they are rapid breeders whose acidic parasitic sperm melt through all contraception) would be several hundred times higher than that of an extremely poor farm country.
