There are many versions of the quote, but I chose that specific version because the Patriot act infringes upon Essential liberty, and it granted the feeling of temporary safety right after the US experienced a major terrorist attack. The success of the Patriot act is nearly impossible to measure, and it infringes on the essential right of privacy.
