NK could be [i]trying[/i] to measure responses, find locations of interception equipment, or simply waste people's time and resources, so defensive forces have a harder time intercepting a bigger threat later on. Otherwise they could also be waiting on us to fire on their missile and interpret it as an act of aggression, "THE US DECLARED WAR WITH A HOSTILE ACT! WE'RE INNOCENT! PLEASE HELP US CHINA"
