The JMSDF does have SM-3 on some of its DDGs, which are meant to shoot down theater-level missiles and IRBMs like Scud and Iskander, and have been used to intercept satellites in orbit, but I do not think they have the capability to intercept ICBMs

I'm still wondering if japan/SK/the US naval presence in the area is waiting to shoot something down, but not acting unless the weapon is clearly headed for something other than open waters. NK could be [i]trying[/i] to measure responses, find locations of interception equipment, or simply waste people's time and resources, so defensive forces have a harder time intercepting a bigger threat later on. Otherwise they could also be waiting on us to fire on their missile and interpret it as an act of aggression, "THE US DECLARED WAR WITH A HOSTILE ACT! WE'RE INNOCENT! PLEASE HELP US CHINA"
We have three more years of this guy...
