If someone sends a private email or makes a private phone call (which is basically what a cable is to the best of my knowledge) which they believe will remain private and expresses their feelings they should not be blamed if it becomes public knowledge.

The US is pretty good at telling people where they stand on issues. The part about these leaks that will hurt the US is that no one will know whether or not they can trust what they tell US diplomats will stay confidential. If these types of leaks become common, the US will have a hard time getting anything done diplomatically.
