It's a term describing decades of heavy tension between Kremlin and White House. There was no real fighting. There was no declaration of war, either, if I am correct, and so - it never properly ended, either. The relationship between USA and Russia went from "I am this close to murdering the living shit out of you" to somewhat functional international involvement. Both countries agreed to disarm themselves, somewhat, and many treaties meant to bring them closer have been done. However, the tension is still here. The two are still some of the biggest military powers in the world, and are afraid of each other.
Lack of money? They said they cancelled it because they're afraid that the Best Korea might actually do something and they need to spend the money on their own missile defense.
