I'm an Atheist and there's no law against it or something like that, there's no laws against Muslims, and there's no laws against Christians, Buddhists, Hinduists, Taoists, and all other religions.

The Rabbinical courts are part of Israel's judicial system, and are managed by the Ministry of Religious Services. The courts have exclusive jurisdiction over marriage and divorce of Jews and have parallel competence with district courts in matters of personal status, alimony, child support, custody, and inheritance. The difference is that Religious laws don't affect anyone who isn't from the religion. Even though Israel is a Jewish state (and it's actually in the ETHNIC meaning, not religious) there will be plenty of non-Jews in it (for example since you are so fixated on religion - I am not Jew by religious standards), and all these non-Jews are not affected by the laws regarding the Jewish religion that the chief rabbinate decide.
What you are complaining about is like complaining that there are certain rules in a certain religion even though only members of that religion have to follow these rules and they follow them because they want to be a member of the religion.

It's nothing of the sort. The definition of a Theocracy is being diluted so that any government that even acknowledges a religion is a Theocracy while everyone forgets that there are countries that are actual theocracies which are far more religious. It's like saying the US is a a dictatorship because they have a representative democracy instead of a direct democracy while ignoring Robert Mugabe.
