The reason why that didn't happen is because Manning had absolutely no idea what she was leaking- she grabbed what she could and sent it to Wikileaks. Even if it turned out that nothing really sensitive was in those documents, that is extraordinarily reckless.
The issue here, as far as I know, is that Wikileaks was just a shitty choice to leak the documents to. Snowden grabbed as much as he could too. The difference is that the journalists he's given all this information to didn't immediately throw him to the wolves by releasing all of it without even attempting to vet it. They initially released only the very blatant stuff (ie: the stuff about PRISM) and have worked together, with him and each other, to release other stuff as necessary without releasing things that would directly endanger innocent people.
No there is, it's called the Privacy Act of 1974 and also the Health Information Privacy and Portability Act.
For some reason I thought HIPAA and the Privacy Act wouldn't cover court martials, kind of glad it does.
I have discussed this earlier with my government teacher and asked whether it was indeed a cruel and unusual punishment, and constitutionally, it is. However, because Manning is in the military service (I presume she still is), Manning would not fall under the Constitution but rather the Uniform Code of Military Conduct, which would overall treat the soldiers as property. I don't support this sort of thing. Is a soldier still not a citizen of their country? Soldiers must still have their constitutional rights if the Constitution means it when it says that the Constitution is the Supreme Law of the Land.
Your teacher is misinformed. Suicide Watch is common practice in the US Judtice system and has been for some time. Treating this as a special case specific to Manning is this the reason treatment like this is still legal everywhere else, because it spreads misinformation.
In class today a little over two hours ago someone said that she killed herself, not a failed attempt. I doubt they got the memo.
