It's illegal to cut open other people, especially in the UK. Why is the police not on this? It doesn't matter if they are willing, unless you are a doctor it is absolutely prohibited.
What about cutting yourself up?
They can just claim they cut themselves up, and she drank it. I don't think that's illegal.

Cutting yourself is legal in limited scenarios, but I don't think drinking out of an open wound doesn't qualify for one of the many UK pieces on "do not play doctor on others" legislation.
Julia’s fascination with blood began as a young girl, during her first kiss as a teenager, when she got the urge to bite her sweetheart. She said: “It was my natural instinct and I liked the taste. I just got an urge and can’t really explain it. It’s never gone away.
“Needless to say though, he never kissed me again.”
Lucky for him it wasn't a blow job.

Oh christ, just reading that made me cross my legs
As disgusting as this is, I'm not sure I'd class 2L/Month as "guzzling". That's only about 66.6 mL a day. True guzzling to me would mean around 1L a day, maybe 500mL minimum.
If she's into blood that much does this mean that a few days of every month she's had a wad of used tampon in her cheek as if it was chewing tobacco?

her kids
She meets fellow vampire enthusiasts at a local occult and oddities store where she cuts them with a pagan-style knife before lapping up their blood. She believes it keeps her young and vigorous
That only works if you bathe in it.
Blood tastes good. More at 11.
As long as she doesn't try to use her son as a blood supply and sticks to those that are willing to provide blood I guess it's alright...a little strange, but not nearly as bad as what other people around the world get up to.
