I've always thought that if they were here in the UK (WARNING: Boring legal shit ahead), they would be apprehended under Section 5 of the Public Order Act. They wouldn't be arrested, but you can move them along so they don't piss anyone else off.

Here's what you do, you pass a law that declares what they're doing as breach of the peace like what we have in the UK or declare them a hate group. It's just quite obvious to believe in something like that if you believe in souls, spirits, and the great universe with the concept of rebirth.
