Juding from the picture of the girl i think she has a good chance of recovering pretty much fully. teeth are not a problem for a 4 year old fortunately. And it doesn't look too bad over all.

I don't know how it works in the UK, but here in the US an 18 year old is not a 'teenager', he's an adult.
However I agree that intent has a lot to do with how you should punish criminals. He hit a little girl in the face, but did he intend to do that? It sounds like the prosecution couldn't prove intent and so they made a deal.
I can't help noticing the dad, aged 23, was said to be 'remonstrating' the punks. It's never a good idea to screw with people when you have more to lose than them. He had something to protect, his kid in the vehicle, so he really didn't have any reason to do anything other than drive away. If he wants to teach them a lesson he'd need to leave the kid home first. Too bad the daughter pays the price for two guys trying to intimidate each other.
