I actually invented a similar thing that would electrocute the driver of a car when I was in 7th grade for a inventors thing, I ended up getting first place. I never got to test it out though :(. I said it would be used for the military, checkpoints, borders, etc.

This Dmtry K chap sounds like a genuine mad scientist. Though he deserves suffering for his murders, Russia's secret government-type guys'll probably have him imprisoned in one of their evil genius labs to devise more inventions for their plans. Also, I kinda respect his "ingenuity", but at the same time resent his disregard for the life of innocents.
