Seoul has far more to worry about the massive amounts of artillery that is pointed at it. It's within range of hundreds, if not thousands of artillery pieces.

If anything, if NK does attack Seoul, then there will be some damage. But it won't be the end of South Korea's economy, it would be damaged. I think the buildings can withstand the fire, but its the citizens outside during the attack that worries me.
Of course, if North Korea does attack, they will be committing suicide because China won't help them, Russia won't bother helping, what allies does North Korea have? Hell, China and Russia might go to war against North Korea, but most likely, the two countries will let the U.N and N.A.T.O intervene
noone likes them or cares about them, that's why they do this.
