Uh... "Controlled Breeding" of people is Eugenics. That includes removal of people from the gene pool.

Well, If I remember correctly, In the 40's there were also experiments to test the effects of various STDs on the lower class black population in america, so all-in-all, it was a shitty place to live in if you were black and poor.
I think we might have done this to the Native Americans as well...
