Buy an AC unit now. Doesn't have to be a big professional one, just one of those little ones on wheels that can just about cool one room. Also get some sunscreens that you can roll down to keep the sun out during the day. Your appartment will be nice and comfy even during a heatwave.
If you buy it now, it will probably be dirt cheap too. You won't regret it.

In AUS a heatwave is considered 35C-50C for a few days in a row :v:

In the summer during the day keep everything closed. Doors, windows, curtains. It keeps a lot of the heat out. After the sun has set you open your windows, to let fresh air in.
After some summer rain, open up all the windows and doors to let the cool, moist air blow through your house.

I mean, it usually gets to 28c~ here, but that's nothing to shake a stick at in an area where that's uncommon.
Forget about an individual being unprepared, what about an entire region? This could prove to be extremely dangerous if people aren't taking the right precautions (Lots of water, air conditioning being fixed/available, proper ventilation)
Now, before you think that I'm making it sound like the apocalypse, people being thrust into a situation they don't understand....don't understand the situation.
And that usually ends up badly. This could really hurt the elderly and young people, since they just might not be used to this sort of weather.

Well, they say "the next three months will see the UK sweltering in highs of up to 83F (28C).". Even in the UK (depending on where you are) it's not really that uncommon to get "up to" 28°C in the summer months, sounds pretty sensationalist
I remember in secondary school during hot days, the tarmac around the school used to melt and make black, gooey puddles that'd stick to your shoes.
I still remember last summer over here.

They're cheap, easy to install, require no ducts, and they double as a heating unit in the winter.
Failing that, there's the now-classic "5-gallon bucket of ice with holes drilled in it and a fan blowing through it" approach.

Probably, its something to do with the formulation of the tarmac. Its designed to handle cold weather (it doesn't do that very well..) so when it gets bathed in non stop heat for weeks it starts to degrade.
Actually it's a design feature, it automatically fills in the potholes in the summer.
