The issue with that logic is that the board game is literally hundreds of dollars of work from multiple distributors while this game is cheap and easy to obtain.

Who made the Total Annihilation/Supreme Commander games? They would seem like the perfect guys to make a W40K game.

The difference is tabletop battles take place between sides of painted miniatures you invested hours into doing, and DOW let you have massive visceral battles in the 40k universe.
Games like "panzer corps" look like a crock of shit and the gameplay looks about as riveting as tossing stones into a pond.

Hm, I didn't like DOW2 as much as DOW1 for multiplayer, they did kinda fuck up a bit on it (not necessarily their fault).
Big battles and lots of units would have been more fun. It coulda worked more like the tabletop in that respect.
IE, you pick your army at the beginning of a match, within your point quota (each unit costs point) and that's your bundle. Send them in, utilize their advantages, win/lose, all realtime.

My ideal 40K game would be like Planetside 2 - but WH40K units, dreadnaughts, chain-swords and all. That would be the best game I can possibly think of right now.
Most of the stuff is in place that planetside has, drop pods and stuff - just needs to be made more gory and they'd need to diversify the (currently identical) factions to make one of them Orks.
Also a great feature to implement would be 'effective combat ranges' - so as you got closer to an enemy your long-ranged weaponry becomes much less effective, making you switch to melee/close range pistols, which can do much more damage/criticals if timed correctly. Whilst engaging someone in melee 1-on-1, other player's damage to you would be reduced significantly so you could focus on hacking and slashing with your chainsword. Of course this wouldn't entirely negate the damage - A heavy bolter or two would quickly dispel a line of charging Orks with Cutta's drawn.
Hell, if it was just Space Marines vs Orks that'd be perfect. It'd be just like the 40K intro movie.
Later on add Tau because they're badass, and then maybe Chaos (with emphasis on their close-ranged organic melee units).

If they wanted massive scale they should have went with gas powered games or the creative assembally, I think WH40K: Total War would be bad ass, hell I think that would work incredibly

I hope you have hundreds of hours (to build and paint the models) and thousands of dollars because thats what it costs to play Tabletop 40k.
40K is a wargame at heart and a wargame is the best way to represent thousands of units onscreen, with the TT statistics being represented.

Panzer Corps is a pretty good game and my Dad loves it, since he loved Steel Panthers, but they are NOT suited for 40k games.

In all seriousness though I actually rather enjoyed Panzer Corps. While I hope we'll see another game like DoW (or DoW3 in time), I'd be fine with an Epic 40K/Apocalypse scale wargame.
