That's really debatable, other than a few exceptions most games will allow you to earn everything in the game you need via playing for experience or what not then allowing you to "buy it" with in game currency, or pay to get it faster.
So long as it doesn't go full Diablo III level of retard, it can work fine.

The games that I have tried that do this usually do it in a way where unlocking anything for free requires hundreds of hours of gameplay to unlock an item in which would normally wouldn't be such a hassle to unlock if you just paid $50 for the game.
But another big thing is that there is no point for this in a game like just cause. You don't want to go through a fucking pay window in order to summon a cool looking helicopter on the fly to fuck shit up.

Sooner later (my bet's on sooner), they're going to impact they base can in order to make the microtransactions more desirable, and once publishers see they can get away with it, they'll all follow suit, and you're going to be wishing they only went Diablo 3.

This right here. Ubisfot appears to already try this, looking at AC Unity. Although there seems to be a backleash, I hope Ubisoft went that one step to far and broke the camels back, and hopefully this will result in a shitstorm. If if doesn't, publishers are going to add shit like this little step by little step, and before you realize it every game is like a freemium Iphone app.

Please have the fun gameplay of JC2 and the awesome military vehicles of JC1. One thing that was really disappointing in JC2 was how the military vehicles were pretty lame compared to the stuff in the first game.

If they increase the size and density of cities, villages and military bases it'll also be a fuck ton more fun than Just Cause 2 was. The game is great, but you can only see the same sandy building so many times, without the ability to level it, before you get tired.

It's almost guaranteed it'll have more detail than JC2. Just look at the screenshots - the town looks insanely densely packed compared to JC2. Plus, if that screenshot's indicative of anything, the areas look much more well-designed. JC2 had copy-pasted villages all over the place, and if you left the main roads there was pretty much nothing to see.

Shame the screenshots barely show anything. But the landscape itself looks a lot more interesting. Most of Panau just kinda sloped off into the ocean, proper cliffs and shit will make driving a lot more entertaining. Though I really do hope more things are destructable, buildings being invincible sucked for the most part.
A game like this needs to really step up the game on explosion effects. The JC2 explosions were really satisfying. JC3 needs to top that even more.
Also i really hope that there is more endgame content. Like they just revealed you can take over cities so i would like to see that every now and then they start a attack on several towns and i can just jump into the fight.
It sounds like it's going to be real fucking awesome when they speak about it (in the coverage trailer).
