Because it existed before steam community (and steam it self actually) so more people use it and people use it to talk with those that use it. Its an endless cycle almost.

Never was a "fan" of screenshots. I remember taking a lot of them in TF2 thinking 'lol that's a funny one/etc" and what? After some time I just delete the screenshots folder without ever looking at them.
