Of course if they're really that poor then I doubt they'd have the knowledge that doing that would kill it.

There's no evidence to suggest they were poor or starving. Whale meat can be sold for quite some cash if you know where and how to deal it. It would be as if someone cut the fins off of a dead shark (which does happen) you're not doing it to eat necessarily, but for pure profit. However in this case I'm betting they just wanted some whale meat. Not because they were starving, but because they just liked it. If they did it to sell it off the black market they would've probably taken the whole fluke and more meat in general. Though from what I hear the best cuts are found near the tail away so who knows what their motives were. The point is it happened.

For all we know, the meat has been sold to somebody who could probably eat anything else perfectly fine, or it may have been eaten by the residents. Also it's not like they would just push them out into shallow water, there were lots of plans to get them back out into the same areas they came from in the first place.
maybe the chinese government should start giving food and support to the locals so this kind of stuff doesnt happen
