Doesn't really look like this will change anything, it just makes it seem like Valve actually cares. If they really cared they'd put some people on the job policing this shit.
Their general employee philosophy is that they can work on what they want, and nobody wants to police that stuff because it sucks. It's not that they don't care, just nobody wants to do it when they have much more attractive alternatives.
Shame half of Steam reviews are either memes/joke-related or extremely vague. Like, it's great you and many others think the game is awful, but no one is really saying why and it's kinda confusing!
switch to negative-only reviews and read the first 5 to 10, it generally has the best written criticisms, and a surprising lack of memes.

I'm not saying that their developers should do it, I'm saying a completely different group should.
And here's some of the rules, from the article:
-Don’t launch in Early Access if you can’t afford to develop with very few or no sales.
-Make sure you set expectations properly everywhere you talk about your game.
-Don't launch in Early Access without a playable game (tech demos don’t count as playable games)
-Don't launch in Early Access if you are done with development.
With these rules this is still allowed

I really wish valve would remove a lot of the shit games they have had added in the last ages, like many of those simulator games.... and many games that were in early access and were juat abandoned (StarForge.... why did I buy it)

Some of those simulator games are actually great though, love me some Euro Truck simulator.
The difference is that one is a promise and that the other is not. Promising features does nothing but mislead potential customers into thinking said features will happen no matter what, where listing features as planned gives no guarantee and simply means that it's something they'll do if they can.
To me planned means it will come but is not in yet. After all it is planned. Devs will simply list a bunch of bullshit under planned and it won't change a thing.

Man, fuck StarForge.
Killing Floor 2 looks like the only EA game that is actually going to be fucking fuctional.
I haven't been disappointed with Gnomoria and 7 Days to Die. Both of those have been progressing well and, I feel I have already recieved my monies worth x10.
SpaceBase DF9.. another story :(
I have a few other Early Access titles that I am waiting on to progress a bit more. The biggest problem I see with Early Access titles (based on the forum posts I've read) is people who have no idea what they are buying into.

The stable version may not have been updated in 6 months(I am well aware of nightly builds), but Starbound is playable even though there isn't a lot to do. Even they admitted it would have benefited from another 6 months to a year of development before going to Early Access, they HAD to release it as it is due to people feeling that they had been scammed since it kept missing release dates and apparently someone had a gun to their heads and made them pre order.
