If the cops were actually trying to do some damage, they'd just give this weed out for free. Why would anybody bother buying weed when people are giving out free weed for a month or so. They'd basically lose the cost of the shipment, and lose/delay a further 300 pounds worth of revenues due to undercut sales.

The part about the driver being missing seems to suggest that he was probably in on it and the bricks were put in after it had been loaded or something like that.
