Not in the ergosphere of a black hole they can't. Everything has to orbit in the same angular direction.

It's a little under 2 rpm.
I probably fucked that up since it's 2:30am so here's my reasoning, check my math:
It's 3.2 million km in diameter, so the circumference is 3.2m x pi = 10.1 million km. It's spinning at 1.1 billion km/hr, which means it makes about 110 revolutions per hour, or 1.8RPM.
