I can't see what's racist about the vans because if you're here illegally then you are breaking the law and can be arrested. Just because it says illegal immigrants will be arrested doesn't make it racist...

In the case of racism and etc., a dog whistle is a word that means something else to the group in question than it does to the general public. For example (and don't fucking ban me for this, I don't believe any of this, it's an example), the Daily Mail likes to use the words "all grown up" when showing celebrity bikini pics of teenagers, which is code for "don't feel guilty fapping to this one". Or talking about "the" global banking system when they really mean the supposed Jewish banking conspiracy (because they're antisemitic).
