We don't need to spend 23% of the total budget on the military to provide a useful defense. Besides, computer networks would have arisen due to research at other institutions that needed large amounts of data. (Such as CERN, who even without ARPANet would have eventually created something very similar to the Internet. Albeit most likely later on.) Also, DARPA only receives 0.0409% of the DoD's overall budget. It's not like there's much funding to cut there, anyway.
