The BBC article says that they contacted Nestle's UK press office which to me suggests it was someone at Google in the UK so it could happen.
Also I don't think 1 and 2 were ever publicly released.

This seems really strange to me, even moreso that there wasn't any money changing hands, so it's a weird marketing/sponsorship deal.

There's no generic candy name (I can't think of any) starting with the letter K, so Google makes a partnership with another company so it doesn't have to break the sequence of names on Android versions. KitKat got a deal because its starts with the letter K. Two more versions and we'll get Android Nutella![/QUOTE]

AFAIK Google bought Android after these releases, and those releases were initial builds from when Android Inc. Owned it.
