All I did was I moved my install to the other drive and it loaded just fine.

Whenever I try to go into offline mode with no internet it always gives me a "Could not connect to steam blablabla please check your internet connection"

Same here. Deleted all files related to said game on my C drive already.

I know I set it up right because I get the option with certain games(ones I've never installed or played before).
For some reason I just accessed the Beta and was able to do this without changing anything.
I think I'll just stick to keeping a terabyte hd for steam and a separate 2tb for everything else, but this could be a neat feature for those who take steam with them on the go

Tried both changing the application's name and the shortcut's name, neither work

last time steam offline mode worked for me was probably about 4 years ago or so

Does this mean I can keep all my games on my HDD and reinstall Steam on my SSD?

Why would you do that? So Steam is super fast, but your games aren't?

In that case, I'd set up a system to move the games I'd want to play to the SSD, and everything else to the HDD. But I guess a lot of moving forward and back is bad for SSD?

I personally would do way too much moving back and forth. It would just be a hassle.
Well, seems I don't have to buy a separate steam drive after-all.
Currently installing all my 264 games on 3 separate drives, never again shall I be required to install or uninstall ever again!
Though they're getting rather full....
