As in, if he's really responsible for the bombings, no one knows what he could have set up or tried to lead the police into.

These guys have set off bombs that killed 3 and injured nearly 200, plus killed a cop. The he's caught, the better.

You can only chase someone for so long until you need to switch.
These cops were probably already half way into their shift when the MIT stuff happened, now its over 18 hours later.
Many officers are going to hit their 18 hours, so shift changes yes.
