Release a huge number of predators? Then they are stuck with a bunch of hungry predators once they are done killing the rabbits. Plus North Korea doesn't really have the appropriate connections to obtain a bunch of predators.
They could also poison the rabbits, but by the time they figure out what has happened, enough grain will be ruined that North Korea seriously falls into total starvation mode.
Then the US could be a dick and step in with their coolface on and be all "U hungry?" and offer to airdrop food relief.
Suddenly the Korean population is getting food from crates that are labeled with the American flag and Kim has to come up with a way of maintaining the image of the United States being the big bad guy.

I really dont see anything happening from this. Nk loves to kick Sk around all the time because Sk rarely retaliates. You would think that the sinking of the ship would make Sk more angered than this

Probably. NK have artillery that could put 8 million population of Seoul in danger. It's too much of a risk, and SK know that.

I know one or more Roman emperors was affected because they stopped giving out free grain (and performances) in Rome due to its huge cost, but the tradition was so entrenched that they were forced to reinstate it/were killed. Can't say I remember that one clearly, though.

I didn't say anything about diplomacy. I find this to be a tough dilemma that can't be solved overnight by a bunch of guys on an internet forum.

Not necessarily. It's still operated under a single party system, and he's elevated his son as successor because he holds the most influence, as I understand it, it doesn't hold a family tree.
