After all, once part of the system they end up receiving [I]more benefits[/I]. The "benefits" they get now are almost nothing - after all, they pay taxes but get no tax returns.

I'd rather have a way for illegal immigrants to get a driver's license than them not being able to have them at all. The whole process to get one makes sure that they're at least partially competent drivers.

A license means that driver has taken tests that prove they are proficient at handling a car(or other vehicle) AND know the rules of the road. This is good, you should want all people driving to be qualified. Telling someone to not bother with the license means you will have drivers who haven't been tested, who haven't learned the rules of the road, and who may know very little about how to drive on our streets and freeways. So unless you are one of those people who believes unlicensed drivers will think "Oh well, I was going to drive but since I don't have a license I won't", this is not a good thing. Here in Southern California, driving is kind of important. Important enough that licensed or not, insured or not, people WILL drive.
