Imagine you're being mugged. An armed policeman walks down that alley and sees you. You ask him for help and he says that you need to pay 75 dollars. You don't have 75 dollars. HE OFFERED TO PAY THEM AT THE SCENE, HE OFFERED MORE THAN HE OWED. THEY STILL REFUSED. Losing your cable because you forgot to pay the bill is no big deal because you can just contact them, pay them, and get it back. It's a bit different when dealing with a burning house.
