Might not be a terribly great solution, but wouldn't the smart thing to do simply be perform something like laser hair removal over her entire body top to bottom? I mean if you kill the hair follicles you've killed the problem, right? Plus it'd probably be a shit load less expensive than the approach they're currently taking.
