It means Half Life 3 comes out 52:32 (hour:minute) on the 68th of janruary, 3 for half life 3, and there's 7 months of ARG before that containing the numbers one and nine.

I don't think they're ever going to.
I mean, the last episode was released four years ago. Since then, there's only been scant amounts of information about the future of the series released, and none of what we know (or [i]think[/i] we know, anyway) is very helpful or particularly revealing for that matter (plenty of anonymous tips and back-room whispers floating around, however, on forums the Internet over). And Valve's moved on to other projects: the L4D games, Team Fortress 2, both Portal games, DOTA, and now a new Counter Strike sequel.
That last bit is what leads me to believe they've given up on the series, much as I'd like to believe otherwise. If they haven't given up on it, then it's assuredly not going to be within the next few years that we'll hear (or see, for that matter) anything of a finale to HL2.
Honestly, it's time to stop with the suspenseful marketing tactics. Either tell us if you're even planning to finish the series or not.

Which is kind of a big deal since the "Borealis" bit is the only part that links to Half-Life. Could just be Valve screwing up but if they're going to go to the effort of making another ARG I think they'd do their homework.

Anyone can register a domain through that company, its a privacy service. Although if I remember rightly it is the one that Valve used for various portal domains.
