was, going to say this would be a waste of time and money but they can transmit updates during emergencies that sounds pretty usefull, all be it weird... seeing a lods of people around some bins during an emergency

It annoys me that airports and trainstations etc aren't able to have bins due to "terror threats".

Speaking of strange things with screens, I recently seen a Bulmers Cider bar tap with a lcd screen showing an ad for Bulmers on it. Looks really futuristic.

Instead of 30k pounds, why not take an iPod's hardware and software and just adapt it for the massive-ass screen and hide all the fun stuff. Cheaper, even if the most price comes from bomb-proofing.
