Hate to be that guy but they were refusing to leave after they got denied. They didn't get arrested because they were trying to get a marraige liscense... They were arrested because they refused to leave the government building... There is a difference. And while arresting them might be a bit of an overkill (although I am going to guess they asked them to leave first), they were still in the wrong [I]because they refused to leave government space after they refused to leave after being denied service[/I].

Drug dealers normally operate with criminal means due to the fact that operating with legal means isn't possible, leading to drug associated crime and such.
