These bombs were not sophisticated. Pressure cooker bombs are not sophisticated, they've been used in the US for over 25 years, and you can build them for like $300.
We covered it pretty thoroughly in my Weapons of Mass Destruction class, and our professor was even interviewed by local news.

Sophisticated probably wasn't the right word meant to respond to latin_geek who said 3 people dying isn't a big deal, but he forgot about the amount injured.

Not a bomb expert but isn't a pressure cooker bomb just shrapnel and an explosive agent of some sort filled inside a pressure cooker? Doesn't sound incredibly hard. I assume the hard part would be the detonator but that couldn't be overly complicated for anyone that's played around with circuit boards.

Considering that, I believe it was said anyway, they were detonated by a timer, you could just cannibalize an electric timer from a shop. As long as it's dry gunpowder doesn't take much to spark off.
I'd call the bombs "sophisticated" if they were made of ANFO and had lead azide or fulminated mercury detonators in them.
