It's really only propaganda meant for the North Korean people (what people outside the DPRK perceive of what it says is irrelevant to them), it rarely indicates what the North Korean leadership will actually do.

Either way, their interior propaganda policy should really not reflect their foreign policy. Theres only like 1 TV channel in NK, and it's 24/7 propaganda, I don't think they need to fool anyone, it's not like the citizens even know whats going on outside the country.

I admit, seeing that picture when North Korea chickened out, it made me laugh. Seems like either their leader cares about lives, or is too chicken because going to war again may cause a reason for China to attack North Korea(heard on wikileaks that China had enough of NK's shit, and would in the future, support a unified Korea under Seoul/South Korea).
