Yes but you can influence leaders to divide countries for you. All you have to do is unstablize a country then call it a threat to "national security" of neighboring borders and that you need to intervene to help sort it out.

For the last few days the tanks have been positioned on giant treadmills a few miles out of Kiev, ensuring they are constantly around 30 minutes from arriving in the city

They should conceal the tanks with smoke, move all the cops away from the tire fire and then when the fire dies down have the tanks bumrush the rioters.

I've had an idea in my head for "super scary science fiction dystopia riot suppression time" that involved having multiple tanks creating a 90-ish degree arc around a crowd. Filling the gaps between the tanks are soldiers or police in phalanx formations. The frontmost row of soldiers are in an even amount and hold multiple smaller shields or one large wheeled bulletproof thing with firing slots in it.
The row behind them get between the soldiers in the front and fire between their shields or through the firing slot on the collective shield. It is done in unison with the HMGs on tanks spraying into whatever is unlucky enough to get in the way of the formation.
There could be multiple rows of soldiers behind the two focusing their fire on the front. The back row to prevent the flank, and the center rows to rush out from around the back to finish off any stragglers, clear buildings, or scout the way forward.
It can be used to clear straight pathways, with all of the guns angled to fire forward. It can be used to clear intersections, with the 90 degree angle of the formation allowing it to clear two roads at a time.
And, if the arc is large enough, it can clear plazas like the ones here, given that the barricades can be weakened by a volley of fire from the main tank guns and then toppled down by some of the police while they are supported with from behind or somewhere else.
But, sadly, it'd be ineffective against enemies with explosives because everyone would be crowded up. The security of the backside would rely entirely on the back row of soldiers and the fact that they've already supposedly cleared whatever was behind them. And it would only work in closed, urban conditions with streets of a consistent width, or certain types of open areas.
And, y'know, it is assuming that they are going against large crowds of people instead of a more hidden enemy, where the formation would be entirely useless and only the soldiers could actually do anything besides just rolling along like a target on a conveyor belt at a carnival.
And then there was one where a crowd is trapped in an intersection or square by multitudes of very large armoured vehicles with large, extendable walls at their front. Police and soldiers could stand behind the walls, a bit above the crowd, and spray down into them through slots. They'd have no way of escaping given that buildings are left inaccessible. Even if they were, the crush to get through the doors would be enough to prevent most from escaping. Soldiers could also flood the buildings from other entrances behind the vehicle formations and mow escaping people down as they come through, or get to the higher levels of the building and provide extra fire from up above.
If the vehicles were strong enough, the walls could be used as rams to blast through barricades, or at least give soldiers a way to get above them or shoot over them.
All of that would be terrible if you were trying to calm a riot instead of just destroying or incapacitating everybody, though. At least with the wall vehicles you could gas out a crowd and force them to trickle through choke points where you can arrest them one by one, and they'd have no way of fighting back considering they'd be going up against 10+ foot walls of a heavy resistant material.
