Wait, I've read that "protesters" actually killed some officers and have used snipers against them. I can't call you a protester if you actually kill people. What sort of government use riot police to supress a riot?
Most governments I guess. The ones which don't use soldiers.
The rioters use firearms against the police, the police should be armed to deal with the lethal threat posed by the protesters.

Your protesters are not all nice people, there was a cease fire today. That could have been used to treat the wounded and negotiate terms. The government want this to end peacefully, they want to negotiate terms. Those stupid laws could be reversed and peoples rights could be kept.
Instead the fighting goes on. Elements of the protest see it as a chance to gain power and force their politics onto people who didn't vote them in.
edit: stop for a moment to think. Ceasefire and peace has been offered several times and protesters haven't taken it. They, or malignant elements in the protesters are purposefully escalating the situation.
Iirc the law was revoked during the last protests, though that was an empty gesture, the president lost his legitimacy by proposing/supporting it.
