• Russia imposes sanctions on Western countries

This isn't that much of an US targeted sanction, countries affected by this are European. To what extent I have no idea but it's clear the US has a reliable enough agriculture to not rely on imports.
Cut off all imports/exports for the Russian seafood industry, stop Russian fishing vessels from leaving their own waters, and boom. You effectively fuck over one of Russia's main industries.

It ranks number one in many categories and is usually in the top five of all the others.

I see Russia still doesn't understand economics. Sanctions work when you have an economic advantage - either you are the primary supplier of a particular good, or you are a significant market for a good with highly elastic demand. Russia is not a significant market, and food is a very inelastic commodity (everyone's gotta eat). This sanction literally only hurts them. If Russia wanted effective sanctions, they're restrict exports of oil, gas and coal. That would hurt Russia (that's HALF their economy), but also hurt Europe quite badly. The US doesn't have much economic leverage, because there's not much US-RU trade to begin with.
