Well that was the idea. The Presidium ring, where all the politics takes place, is clean and open. The arms of the Citadel are fancy space slums.

The big issue was, they built up a lot of lore. A lot of science and history to the game. They made a lot of motion toward something to do with dark matter. Originally dark matter was going to play a huge role in the ending of ME3, but then they changed it at the last minute and threw away all the lore and science they introduced through the series and went with a very sci fi generic ending devoid of meaning, and making all the decisions you made in the game utterly pointless.
It's like a choose your own adventure book where everybody still ends up with the same ending.
Destroy the reapers, relays and all mass effect technology.
