I hate to break it to you, but for the majority of human history, the average 14 year old girl wasn't even menstruating, much less ovulating. This makes conceiving difficult, don't you think?

Whether or not you should have sex with a minor has never been a question of 'is the body ready', it's about the mind. Minors on average aren't mentally mature enough to be able to make such a decision, therefore we adults have decided that it's better to just no allow it at all. Minors can't legally consent to anything, and that's the end of it.

I think he'e suggesting that perhaps girls of that age are more susceptible to being manipulated by an older guy who wants to take advantage. They're mentally naive and easily lead, yes the body may be developed but the mind is far from it, so the moral issue is more to do with taking advantage of someone more vulnerable than yourself, a trait of childhood, more so than focusing on a number.

AOC is 16 in the UK, minimum age for a driving license is 17 (except mopeds/low powered bikes where it's 16), and I sure as hell wouldn't want either to be lower.

Not really, but unless you want to do a detailed psych evaluation on every teenage and set limits based on that, then any law is going to be broad strokes and based on averages. How about, for driving, we just [i]test their skill[/i]? Or does that make too much sense? As far as driving goes, as long as they're physically large enough they're physically good to go. Modern cars require barely any effort at all to move the controls. That leaves it down to their head...and the ones mature enough to handle it will be safe. Some kids will never mature enough to be safe drivers. Testing based on skill lets more of the former on the road, while filtering more of the latter out.
Now, testing for fitness to bone is a bit more difficult...but how 'bout we just leave that one to the kid's parents?
